SENATE BILL NO. 256 An Act relating to regulation of managed                   
health care and allowing physicians to collectively negotiate with a           
health care insurer that has substantial market power was read the             
second time.                                                                   
                                                                               
Senator Tim Kelly, Chair, moved and asked unanimous consent for                
the adoption of the Rules Committee Substitute offered on page                 
3272. Without objection, CS FOR SENATE BILL NO. 256(RLS)                       
An Act relating to allowing physicians to collectively negotiate with          
a health benefit plan that has substantial market power was adopted            
and read the second time.                                                      
                                                                               
Senator Mackie moved and asked unanimous consent that the bill be              
considered engrossed, advanced to third reading and placed on final            
passage. Without objection, it was so ordered.                                 
                                                                               
CS FOR SENATE BILL NO. 256(RLS) was read the third time.                       
                                                                               
Senators Phillips, Green moved and asked unanimous consent that                
they be allowed to abstain from voting because of a conflict of                
interest. Objections were heard and Senators Phillips, Green were
